Licence restrictions eased on Sky Italia

The European Commission has today approved Sky Italia, the Italian subsidiary of News Corporation, to bid for a digital terrestrial television frequency in Italy.
Sky Italia will, however, be allowed to apply for only one frequency and, if its wins the competition, it will only be allowed to hold right to that frequency for five years.
Sky Italia had been barred from seeking terrestrial licences since 2003, following its takeover of Stream, an Italian television company, and its merger of Stream with Telepiù, a pay TV operator. The Commission wanted to ensure that Sky did not have too strong a position in the pay TV market (as opposed to the market for free-to-air services).
The Commission believes that, in the intervening seven years, enough competitors have emerged on the Italian television market to prevent a monopoly.
